Focused Outreach Richmond is a Richmond, Virginia 501(c)(3) that exists for one reason: to walk with people through the moments that decide whether tomorrow looks like the last bad day or the first stable one.
Our story
FOR was founded in 2011 to focus federal- and state-level programs on the veterans, formerly incarcerated, and other Virginians who fall through the cracks of larger systems.
The barriers we work alongside rarely arrive alone. Homelessness stacks with incarceration. Substance use stacks with untreated mental-health conditions. Domestic-violence histories stack with the financial cliffs that follow them. Our staff is built to hold all of that in one case file — and one relationship.
Today, we operate core programs in Richmond — the Incarcerated Veteran Transition Program, the Homeless Veterans Reintegration Program, and a Residential Treatment Program for adults leaving institutional care — plus a weekly schedule of groups, classes, and benefits-application support.
We are also opening the Focused Outreach Women & Children’s House, a safe, supportive home where mothers and children can heal, grow, and build a better future together — bringing mothers, children, and recovery under one roof.

Crisis
Outreach to jails, shelters, hospitals, and the street. We show up before paperwork — listening, assessing, and standing up a plan that takes the next 72 hours seriously.
Stability
Coordinated treatment, residential care, benefits applications, and peer support. The goal is a roof, a routine, and a treatment plan that holds when things get hard.
Economic mobility
Workforce development, certifications, and employer introductions. Career counseling and small-business support for clients ready to build a livelihood that lasts.
