Department of Labor

Incarcerated Veteran Transition Program (IVTP)

IVTP, funded by the U.S. Department of Labor, finds permanent employment for institutionalized veterans who are at risk of homelessness. We start inside the facility, before release, and don't consider the case closed until the veteran is in stable housing with stable work.

Eligibility is broad: any veteran involved with the criminal justice system who is at risk of homelessness upon release. Referrals come from VA Veterans Justice Outreach, public defenders, jails, and other partners.

DOL HVRP

Homeless Veterans Reintegration Program (HVRP)

HVRP targets veterans who are chronically homeless, recently released from incarceration, or at risk of homelessness because of substance use or mental-health disorders. We focus on the comprehensive, coordinated treatment that gets veterans off the street and into employment.

Services include benefits applications across the VA, Social Security Administration, and Department of Social Services, plus the peer support and clinical care that keep a plan in motion.

Focused Outreach is opening a new Women & Children’s House — a safe, supportive home where mothers and children can heal, grow, and build a better future together. The House brings mothers, children, and recovery under one roof.

Residential Treatment Program

Structured care for adults with psychiatric conditions who have been recently released from jail or prison. Our residential team provides round-the-clock supervision and a treatment environment that holds when independent living isn't yet realistic.

Residents work toward a step-down plan: independent housing, outpatient treatment, and employment that fits the long road back.

Weekly Programming

Groups, classes, and benefits help — every week.

Open to participants in any of our programs and, where space allows, to community referrals.

Computer literacy

Email, online job applications, video calls with parole officers or VA case managers, basic productivity tools.

Early recovery skills

Practical coping tools for the first weeks of sobriety, facilitated by clinicians and peer specialists.

Relapse prevention

Trigger identification, replacement strategies, and crisis planning rooted in evidence-based protocols.

SOAR — benefits access

SOAR-certified specialists prepare and submit SSI / SSDI applications and appeals to shorten time to benefits.

Employment placement

Workforce development: resume writing, interview practice, certificate training, and direct employer connections.

Housing readiness

Budgeting, tenancy preparation, and direct support during the first 90 days after move-in.
